The CEC Society under SR Act XXI, 1860 was enacted on May 2, 1994, to strengthen the need for computer education in Assam. Unlike the few institutes previously responsible for computer education in the city, a separate institute for technical education was needed. It was also recognized that purely experiential professional computer education, previously taught by entry-level professionals, would not meet the growing need for modern computer science education.  The institute should meet the need to train students pursuing careers in computer science, fashion design, textile/interior design, journalism, and other management courses.  In order to achieve these goals, the Institute had to act as a resource and ensure the creation of jobs in the field of technical education. The institute was to serve as a center of excellence for professional studies.
